Job description

Our customer provides support for the development of the liberalized Belgian energy market on the distribution level, playing a key role as an information provider. They are a joint initiative of the Belgian distribution system operators for electricity and gas.

They are responsible for the service of the CMS and PPP applications. The IT service is outsourced but the company has set up a service to the interfacing market parties (suppliers, TSOs, and DGOs). This service has been implemented in the ITIL framework. For the Problem & Change process, we are looking for a team of Problem & Change Analysts (PCA).

Your role

The Problem & Change Analyst (PCA) team will work in the service domains: Message Exchange (MEX). The functional domains are Structure, Rectification, Measure, and Cross. Everything related to transactional processing in CMS. Excluded are batch processing (Billing, Settlement) and BI-reporting. The activities will focus on Problem and Change analysis.
This request is part of a project application. A valid and compliant proposal must include a proposal for all requests that are part of the project application.

Required Experience

Hard skills:

  • Work experience as a functional analyst - minimum 3 years

  • Experience in writing, modifying, and executing SQL queries

  • Experience as a Problem & Change Analyst (or similar, root cause analysis, requirements gathering, etc.)

  • Experience with developing Business & Functional Requirements (BPMN, optimization, modeling, etc.)

  • Experience with Incident Management/ticketing tools (TopDesk, Jira, ServiceNow, Atlassian, etc.)

  • Experience with Azure DevOps and user story creation

  • Access to introduction to CMS/MIG domains if <5 years of experience (add document)

  • Demonstrable experience with a project methodology

  • ITIL Foundation Certificate

  • Prince2 Foundation certificate or equivalent through experience

  • Professional Scrum Master™ or Product Owner™ certificate or equivalent through experience

  • Knowledge of the Belgian energy market is a strong plus

  • Knowledge of Message Exchange domains: structure, rectification, measurement, and/or cross

  • Experience in facilitating/leading working groups/sessions (stakeholder management)

  • Experience with data analysis

  • Experience with the MIG (MIG6 and/or MIG DGO)

Soft skills:

  • Dutch or French native and fluent in English (C1 level)

  • Strong analytical and problem-solving skills.

  • Effective communicator – technical and non-technical.

  • Comfortable working in agile, cross-functional teams.

  • Self-starter with a growth mindset and flexibility.
